The project Integrated Study on the Contribution of Ecosystems in the protected Natura 2000 areas: Pricop-Huta-Certeze and Tisa Superioara to the Sustainable Development of Local Communities (SIENPHCTS) is developed under the supervision of the Romanian Ministry of Environment, which is also the programme operator, and is funded by the Financial Mechanism of the European Economic Space (SEE) 2009-2014, under the first call of the Programme RO02 – Biodiversity and Ecosystem Services.

There is a triple partnership between the project promoter, namely the Faculty of Geography under Babeș-Bolyai University, Cluj-Napoca, Heidenroslein Association in Baia Mare, as national partner, and the Norwegian Institute for Nature Research in Trondheim, Norway, as international partner.

The implementation period is 16 months, from 14 September 2015 (the signing date of the contract) to 30 April 2017.

The project is implemented in two Natura 2000 sites: ROSCI 0358 Pricop – Huta – Certeze and ROSCI 0251 Tisa Superioară, both of them located in the extreme north of Romania, in the Tisa River catechment area, near the national border between Romania and Ukraine, on the territory of the following territorial-administrative units: Certeze and Bixad (located in Satu Mare County), and Bistra, Bârsana, Rona de Jos, Rona de Sus, Bocicoiu Mare, Sighetu Marmaţiei, Sarasău, Câmpulung la Tisa, Săpânţa, Remeţi (in Maramureş County).

The implementation team consists of specialists and technicians, with university studies and experience in managing environmental projects and territorial analysis.

Project objectives

The main objective of the project is to improve the condition of ecosystems and the level of public knowledge, information and awareness on the benefits provided by ecosystem services and on the importance of maintaining them in good condition. The actions proposed to be performed at the level of the habitats that define the two sites, correlated with the ones for the involvement of the local community will provide a model of best practice as regards the interference of the status of protected area with the socio-economic needs of the local community.

The specific objectives associated to the proposed activities are the implementation of solutions to exploit the benefits of ecosystems in the two Natura 2000 sites under study; capitalization of the contribution of ecosystems in the protected areas to the economic development and welfare of human communities; encouragement of actions for the conservation of priority habitats and species; strengthening the sustainable exploitation of the existing natural and cultural heritage; raising the awareness of local communities; improvement of the local communities’ and decision-makers’ attitude and increase in the level of knowledge on ecosystem values; raising the awareness level of the target group; education of public on biodiversity and the existing ecosystems.
